The most recent global refugee figures are staggering, with over 82.4 million people forcibly displaced and 26.4 million registered refugees. The ongoing conflict in Syria is a major contributor. After a decade of violence and destabilization, over 13.4million Syrians have been displaced, including 6.7 million internally displaced persons and 6.7 million refugees registered in other countries. Beyond the immediate political and economic challenges, an essential component of any response to this humanitarian crisis must be health-related, including policies and interventions specific (...) to mental health. This policy and practice review addresses refugee mental health in the context of the Syrian crisis, providing an update and overview of the current situation while exploring new initiatives in mental health research and global health policy that can help strengthen and expand services. Relevant global health policy frameworks are first briefly introduced, followed by a short summary of recent research on refugee mental health. We then provide an update on the current status of research, service provision, and health policy in the leading destinations for Syrians who have been forcibly displaced. This starts within Syria and then turns to Turkey, Lebanon, Jordan, and Germany. Finally, several general recommendations are discussed, including the pressing need for more data at each phase of migration, the expansion of integrated mental health services, and the explicit inclusion and prioritization of refugee mental health in national and global health policy. In his 1923 play R.U.R.: Rossum s Universal Robots, Karel Capek coined In 1993, we began a humanoid robotics project aimed at constructing a robot for use in exploring theories of human intelligence. In this article, we describe three aspects of our research methodology that distinguish our work from other humanoid projects. First, our humanoid robots are designed to act autonomously and safely in natural workspaces with people. Second, our robots are designed to interact socially with people by exploiting natural (...) human social cues. This study analyzes the effect of university social responsibility on environmental accounting disclosure with entrepreneur value as a moderating variable in Asean universities with the population in this study are all universities that are categorized as having a top 10 ranking based on World Class University and publish their reports with the period 2018-2021. The analysis technique used is quantitative with panel data regression analysis tools. Humans are an exceptionally cooperative species, but there is substantial variation in the extent of cooperation across societies. Understanding the sources of this variability may provide insights about the forces that sustain cooperation. We examined the ontogeny of prosocial behavior by studying 326 children 3–14 y of age and 120 adults from six societies (age distributions varied across societies). These six societies span a wide range of extant human variation in culture, geography, and subsistence strategies, including foragers, herders, horticulturalists, and (...) urban dwellers across the Americas, Oceania, and Africa. When delivering benefits to others was personally costly, rates of prosocial behavior dropped across all six societies as children approached middle childhood and then rates of prosociality diverged as children tracked toward the behavior of adults in their own societies. When prosocial acts did not require personal sacrifice, prosocial responses increased steadily as children matured with little variation in behavior across societies. Our results are consistent with theories emphasizing the importance of acquired cultural norms in shaping costly forms of cooperation and creating cross-cultural diversity. (shrink)

Previous research has demonstrated that reversing the contrast of the eye region, which includes the eyebrows, affects the N170 ERP. To selectively assess the impact of just the eyes, the present study evaluated the N170 in response to reversing contrast polarity of just the iris and sclera in upright and inverted face stimuli. Contrast reversal of the eyes increased the amplitude of the N170 for upright faces, but not for inverted faces, suggesting that the contrast of eyes is an important (...) contributor to the N170 ERP. Adam Smith's theory of punishment is rarely explored. This article examines his understanding of punishment in light of his theory of moral sentiments. My aim is to show how he is neither a retributivist or deterrence advocate, but instead defends a more unified theory of punishment bringing different penal goals together in a new framework.

In The life of Richard Owen by his grandson there is an inference to the effect that Owen had objected to his name being used to authorize various statements that Whewell was drafting in opposition to the Vestiges. The inference is drawn from letters that Whewell wrote to Owen on 13 and 15 February 1845. Corroboration of this would corne from a letter of Owen to Whewell, dated 14 February 1845, if extant. Among the Whewell papers at Trinity College, Cambridge, (...) there are several letters from Owen to Whewell, none of which bears that date. There is one, however, dated 14 February 1844 which, on doser inspection, turns out to be the missing link in their correspondance. The evidence for the misdating is not merely that the letter falls naturally into a later sequence. The conclusion is inescapable because Owen refers to an ‘opinion which I have always entertained, and still do strongly, on the subject of a refutation of “Vestiges”’. Since the first edition of Chambers's book did not appear until October 1844, the letter must belong to the following year. My object in this paper is to examine the implications of this letter for a reconstruction of Owen's attitude to that book which Adam Sedgwick could so detest for, among many things, its ‘gross views of physiology’. In the Garden of Eden, the serpent convinces Eve to eat fruit from the Tree of Conscience, which she does and shares with Adam. Adam and Eve act in contravention to God’s orders against eating fruit from the tree. Traditional interpretations have suggested that this event—commonly referred to as “the Fall”—is an event where the serpent lied to Eve and that it was entirely negative. Instead, I argue that the serpent was correct to say, in fact, that in (...) eating thisfruit we would become closer to God. The Fall reveals a new mystery to us of God’s love for us and a blessing in disguise. (shrink)

A fascinating exploration of the nature of consciousness This engaging and readable book provides an introduction to consciousness that does justice both to the science and to the philosophy of consciousness, that is, the mechanics of the mind and the experience of awareness. The book opens with a general discussion of the brain and of consciousness itself. Then, exploring the areas of brain science most likely to illuminate the basis of awareness, Zeman focuses on the science of sleep and waking (...) and on the science of vision. He describes healthy states and disorders--epilepsy, narcolepsy, blindsight and hallucinations after stroke--that provide insights into the capacity for consciousness and into its contents. And he tracks the evolution of the brain, the human species, and human culture and surveys the main current scientific theories of awareness, pioneering attempts to explain how the brain gives rise to experience. Zeman concludes by examining philosophical arguments about the nature of consciousness. A practicing neurologist, he animates his text with examples from the behavioral and neurological disorders of his patients and from the expanding mental worlds of young children, including his own. His book is an accessible and enlightening explanation of why we are conscious. (shrink)

Conspiracy theories are rather a popular topic these days, and a lot has been written on things like the meaning of _conspiracy theory_, whether it’s ever rational to believe conspiracy theories, and on the psychology and demographics of people who believe conspiracy theories. But very little has been said about why people might be led to posit conspiracy theories in the first place. This paper aims to fill this lacuna. In particular, I shall argue that, in open democratic societies, citizens (...) justifiably presuppose that the epistemic authorities—journalists, academics, scientists, and so on—are engaged in a good faith pursuit of the truth. This presupposition generates certain normative expectations on the behaviors of the epistemic authorities—they ought to be open to new evidence, possess a healthy degree of skepticism, be willing to engage with opponents, and so on. So, when an epistemic authority is presented with some putatively anomalous data or an alternative hypothesis for some event or phenomena, people expect the epistemic authority to respond in a way that is consonant with these norms. In some instances, however, the epistemic authorities do not respond in this way and instead are dogmatic, dismissive, and engage in _ad hominem_. From the point of view of the citizen, there’s a tension here between how the epistemic authorities ought to behave and how they have, in fact, behaved which is best resolved either by taking the epistemic authorities less seriously or by positing a conspiracy theory. Put another way, the failure of the epistemic authorities to adhere to the norms by which we take them to be governed when presented with apparent anomalies or alternative hypotheses is one reason for which one might initially posit a conspiracy theory. Most animals have significant behavioral expertise built in without having to explicitly learn it all from scratch. This expertise is a product of evolution of the organism; it can be viewed as a very long term form of learning which provides a structured system within which individuals might learn more specialized skills or abilities. This paper suggests one possible mechanism for analagous robot evolution by describing a carefully designed series of networks, each one being a strict augmentation of the previous (...) one, which control a six legged walking machine capable of walking over rough terrain and following a person passively sensed in the infrared spectrum. As the completely decentralized networks are augmented. the robot’s performance and behavior repetoire demonstrably improve. The rationale for such demonstrations is that they may provide a hint as to the requirements for automatically building massive networks to carry out complex sensory-motor tasks. The experiments with an actual robot ensure that an essence of reality is maintained and that no critical disabling problems have been ignored. (shrink)

Behemoth is traditionally read as supporting Hobbes's science from the treatises, but it also goes beyond the strict limitations of Hobbes's science. Understanding how Hobbes expands his approach requires that we examine how A's confidence in institutional reform is met by B's cynicism. Hobbes shifts from an analysis of general inclinations to an analysis of the particular strategies that skilful sovereigns use to acquire and maintain peace. The result is a theory of the state that relies less on> institutional arrangement, (...) and more on effective statesmanship, than we typically see when considering Hobbes's treatises alone. I draw on my experiences of passing as non-disabled to explain how a disabled person can hide his disability, why he might do so, and what costs and risks he and others might face along the way. Passing as non-disabled can bring greater social acceptance and inclusion in joint-projects, an enhanced sense of belonging, pride and of self-worth, and an easier time forming and maintaining personal relationships. Yet hiding one’s disability can also undermine some of these same values when doing (...) so, for example, prevents someone from living up to normal social expectations or from sharing important aspects of himself with others. Hiding a disability can also interfere with a person’s self-respect, self-acceptance, integrity, and self-development. Although the chapter does not take a stand on whether hiding a disability is, overall, prudent, wise or morally justified, it draws out some lessons about disability from why someone might want to hide it. Industrial drug design methodology has undergone remarkable changes in the recent history. Up to the 1970s, the screening of large numbers of randomly selected substances in biological test system was often a crucial step in the development of novel drugs. From the early 1980s, such ‘blind’ screening was increasingly rejected by many pharmaceutical researchers and gave way to ‘rational drug design’, a method that grounds the design of new drugs on a detailed mechanistic understanding of the drug action. Surprisingly, however, (...) the chance-based method of random screening returned to center stage of industrial drug development in the 1990s in the form of ‘high-throughput screening’ (HTS). I will argue in this paper that this to-and-fro in the prominence of random screening comes with fundamental changes in the epistemic significance of chance experiments in pharmaceutical development. While up to the 1970s, random screening used to be chosen as an empirical search strategy primarily because suffi- cient knowledge of the mechanistic basis of drug action was lacking, it has turned with high-throughput screening into an experimental method that employs chance variation and testing to illuminate this mechanistic basis. As a consequence, research into the underlying mechanisms of drug action and the development of new drugs have become closely integrated. The rise of HTS therefore not only shows how chance experiments have assumed a new epistemic role in drug development. It also allows for a detailed study of the much debated emergence of a new relationship between scientific understanding and the development of technological artifacts. (shrink)

This paper considers the implications of precautionary restrictions against technologies, in the context of the potential for creating and sustaining rumours. It focuses on the restriction against mobile phone use at petrol stations, based on the rumour that a spark might cause an explosion. Rumours have been substantiated by precautionary usage warnings from mobile phone manufacturers, petrol station usage restrictions, and a general lack of technical understanding. Petrol station employees have themselves spread the rumour about alleged incidents, filling the information (...) gap about the basis for the restriction. (shrink)

In this paper I aim to defend one version at least of Hume’s dictum: roughly, the idea that possibility is determined by ontology through something like independent variation. My defence is broadly pragmatic, in the sense that adherence to something like Hume’s dictum delivers at least three benefits. The first benefit is that, through Hume’s dictum, a physical theory’s ontology delimits a range of possibilities, that I call kinematical possibilities, which serves as a sufficiently permissive notion of possibility to sustain (...) something like an intensional semantics for its claims, and a sufficiently demanding notion of supervenience to sustain plausible claims of inter-theoretic reduction and theoretical equivalence. The second benefit is that Hume’s dictum allows us to work backwards from a range of kinematical possibilities to an ontology. This is especially useful when aiming to glean an interpretation of a physical theory, since often we are more confident that we have arrived at the right space of possibilities than that we have arrived at the right ontology. The third benefit is that Hume’s dictum —- at least the version I aim to defend here —- may be applied to physical theories more or less as we find them, and therefore we can practice something resembling ontology without having to force our theories into some Procrustean bed, such as a first-order language. Conservation can occur anywhere regardless of scale, political jurisdiction, or landownership. We present a framework to help managers at protected areas practice conservation at the scale of relationships. We focus on relationships between stakeholders and protected areas and between managers and other stakeholders. We provide a synthesis of key natural resources literature and present a case example to support our premise and recommendations. The purpose is 4-fold: 1) discuss challenges and threats to conservation and protected areas; 2) outline a relationship-scale (...) approach to address conservation threats; 3) describe the tools and techniques that can be used to implement this approach; and 4) present a case example from rural Alaska, USA, to illustrate relationship-scale conservation. Our case example illustrates how aspects of this approach to conservation were applied to address a wildlife population decline. Tools needed to implement relationship-scale conservation include 1) collecting and documenting narratives of place; 2) measuring and monitoring trust and commitment; and 3) identifying and mitigating threats. We recommend that planners and managers, working with their research partners, redefine and refocus their goals and objectives to include these practices. Doing so will enable them to gain substantial applied knowledge about their stakeholders and foster and maintain place relationships as desired outcomes of conservation. The ultimate outcome is a better prognosis for long-term global survival of protected areas and biodiversity. Published 2014. Utilitarianism is commonly assumed to be the most appropriate sub-structure for medical ethics. This view is challenged. It is suggested that the utilitarian approach to euthanasia works against the patient's individual advantage and is a corrupting influence in the relationship between the physician and society. Dignity for the individual patient is not easily achieved by assessing that person's worth against the yardstick of others' needs and wishes.

People engage in pure moral inquiry whenever they inquire into the moral features of some act, agent, or state of affairs without inquiring into the non-moral features of that act, agent, or state of affairs. This chapter argues that ordinary people act rationally when they engage in pure moral inquiry, and so any adequate view in metaethics ought to be able to explain this fact. The Puzzle of Pure Moral Motivation is how to provide such an explanation. This chapter argues (...) that each of the standard views in metaethics has trouble providing such an explanation. Discussion of why reveals that a metaethical view can provide such an explanation only if it meets two constraints: it allows ordinary moral inquirers to know the essences of moral properties, and the essence of each moral property makes it rational to care for its own sake whether that property is instantiated. Some theorists argue that appropriate responses to terrorism are in part shaped by popular sentiment. In two experiments, using representative design and ecological stimuli (e.g. actual news reports), we present evidence for some of the ways popular sentiment about terrorism tracks theory and can be constructed. In Experiment 1, we document that using the word ‘terrorist’ to describe a group of people decreases willingness to understand the group's grievances, decreases willingness to negotiate with the group, increases perceived permissibility of violence (...) against the group, and decreases the perceived rationality of the group. In Experiment 2, we demonstrate that judgment about the permissibility of the use of force against terrorist groups can be biased by simple memory-priming manipulations. Results are interpreted in terms of (1) implications for philosophical theories about terrorism and (2) the role that experimental investigation can play in applied ethics. (shrink)

As José Benardete observes, "the concept of the infinite is found to impinge on almost the whole schedule of ontological questions" (Infinity, viii). This is especially true for the early moderns, for whom questions like the following were still very much in play: Does the world have a beginning? Are there bounds to the spatial extent of the world? How does an imperfect creation flow from an infinitely perfect creator? How does the infinite divisibility of the continuum relate to the (...) structure of the material world? How are human actions related to the (possibly) infinite chain of causes or influences that shape our behaviors? Far from being an esoteric topic, which is best relegated to the outskirts of metaphysics or mathematics, infinity has tendrils reaching into nearly every philosophical domain. (shrink)

Who owns your genes? What does climate science imply for policy? Do corporations conduct honest research? Should we teach intelligent design? Humans are creating a new world through science. The kind of world we are creating will not simply be decided by expanding scientific knowledge, but will depend on views about good and bad, right and wrong. The Alaska National Interest Lands Conservation Act of 1980 requires federal agencies to provide a meaningful role for rural subsistence harvesters in management of fish and wildlife in Alaska. We constructed an interpretive analysis of qualitative interviews with residents of the Yukon-Kuskokwim Delta. Stakeholders' perceptions of their roles and motivations to participate in collaborative management are linked to unseen and often ignored cultural features and differing worldviews that influence outcomes of collaboration. Agencies need to better understand Yup'ik preferences for working (...) together and change their formats and methods of public engagement. More frequent and higher quality interactions among stakeholders in rural communities will create awareness of cultural differences. Improved awareness will allow managers to design and implement a process that is culturally appropriate and increase the meaningfulness of collaborative management. (shrink)
